BRINGING INTEGRITY TO THE RECRUITING PROCESS
The Center for the Support of Student Athletes will lobby and seek changes related to these and other National Collegiate Athletic Association (NCAA) rules to bring integrity to the athletic recruiting process and protect the academic and athletic interests of student athletes and their families:
NCAA Rule 13.9.1 Requirements for Offer of Athletically Related Financial Aid
The following requirements must be met before an institution may provide a written offer of athletically related financial aid to a prospective student athlete:
(a) A high school or prep school student athlete must register with the NCAA Eligibility Center.
(b) A high school or prep school student athlete must be placed on the institution's institutional request list (IRL) with the NCAA Eligibility Center.
(c) A high school, prep school or prospective student athlete must complete the amateurism certification questionnaire administered by the NCAA Eligibility Center.
CSSA: Why does the NCAA not require the same conditions for verbal commitments? Because verbal commitments are not binding in any way shape or manner.
NCAA Rule 15.5.1.10 Offer Exceeding Maximum Allowance Award
An institution may offer more than the maximum number of permissible awards in a sport in anticipation that not all offers will be accepted.
CSSA: Why does the NCAA allow commitments beyond the maximum allowable number? Because the inmates are running the prison and the student athletes do not come first. Above all else, under committing by a school and subsequently seeking additional student athletes versus overcommitting, would show a genuine level of concern for student athletes.

In light of NCAA rules 13.9.1 and 15.5.1.10 CSSA presents the depth chart of five NCAA Division I hockey programs in which there appears to be a mismatch of outgoing players and incoming players at a specific position. Click on a Sample to view each chart:
In SAMPLE 1, we find three senior forwards leaving with eight incoming forwards committed to an ECAC school/plus 5.
In SAMPLE 2, we find two senior forwards leaving with nine incoming forwards committed to a Hockey East school/plus 7.
In SAMPLE 3, we find two senior forwards leaving with six incoming forwards leaving a twenty man roster for 2017-2018 Hockey East school/plus 4.
In SAMPLE 4, we find a team that will have 14 defenseman and a 41 man roster.
In SAMPLE 5, we find a forward roster of 21.
College Hockey rosters are generally 25 skaters and 3 goaltenders. The depth charts of the schools above indicate there is an excess of 8 to 10 players expecting to play for the 2017-2018 competitive season.
